Orchestrating Sustainability: Meta-Governance as a Catalyst for Cross-Sectoral Collaboration on the SDGs

Abstract

This research investigates how meta-governance functions as a reflective governance system which directs intricate governance relationships for SDG implementation. The research defines meta-governance through network governance theory and institutionalist approaches and deliberative policy design as the active management of hierarchical and market-based and networked governance systems to achieve cross-sectoral coherence and normative legitimacy and adaptive capacity. The research uses qualitative literature-based methods to demonstrate that meta-governance success depends on institutional resilience together with inclusive leadership and embedded reflexivity. The implementation of meta-governance faces ongoing obstacles because of procedural redundancy and symbolic participation and entrenched power asymmetries. The research demonstrates that meta-governance functions as a context-dependent tool which helps unite fragmented groups while improving collective action. The research adds to sustainable governance theory while providing practical recommendations for policy development in multilevel governance systems.
