ميكانزيمات تطبيق ونجاح الحكومة الإلكترونية كمدخل استراتجي معاصر في الجزائر: مقاربة مرجعية من تجربتي ماليزيا ودبي

Abstract

تهدف هذه الدراسة إلى تسليط الضوء على تجربة ماليزيا والإمارات ممثلة في دبي في مجال تطبيق الحكومة الالكترونية باعتبارها تجارب رائدة على مستوى الدول النامية، وتم خلالها التركيز على نقاط القوة فيها ومقومات نجاحها، والتي يمكن للجزائر الاستفادة منها لتحذو حذو الدول الناجحة. اعتمدت الدراسة على المنهج الوصفي التحليلي لعرض وتحليل متغيرات الدراسة، إضافة إلى منهج دراسة الحالة لعرض وتحليل التجارب الدولية المختارة. وتوصلت الدراسة أيضا إلى أن توفر الوعي الحكومي والبنية التحتية (نظام المعلومات) هو سبب نجاح تجربتي ماليزيا ودبي، وافتقار الجزائر لهذه المقومات هو سبب تأخرها في اللحاق بركب الدول في مجال تطبيق الحكومة الالكترونية : This study aims at highlighting the experience of Malaysia and the UAE represented in Dubai in the field of applying E-Government as pioneering experiences in the developing countries, in which it focused on the strengths and success factors that Algeria can use to follow the example of successful countries. The study was based on the descriptive analytical approach to present and analyze the study variables, in addition to the case study methodology to present and analyze the selected international experiments. The study also found that the availability of government awareness and infrastructure (information system) is the reason for the success of the experiences of Malaysia and Dubai, and Algeria's lack of these elements is the reason for its delay in catching up with countries in the application of e-government.
