حوكمة صناديق الثروة السيادية: دراسة التجربة الجزائرية لصندوق ضبط الموارد وفق مبادئ سنتياغو

Abstract

تهدف هذه الورقة البحثية لدراسة مدى تطبيق صندوق ضبط الموارد (FRR) لمبادئ الحوكمة. لتحقيق ذلك، سنتناول من خلال هذا البحث: تعاريف، خصائص، أنواع و أهداف صناديق الثروة السيادية، ثم سنتطرق لمبادئ سنتياغو التي تنص على المبادئ والممارسات المتعارف عليها لحوكمة الصناديق السيادية، وفي الأخير سنتطرق إلى أهم المبادئ التي تتعارض مع صندوق ضبط الإيرادات من حيث الحوكمة، المراقبة، المسائلة، الشفافية والإفصاح. The purpose of this paper is to review the application of the FRR to the principles of governance. In order to achieve this, we will address the definitions, characteristics, types and objectives of sovereign wealth funds. We will then discuss the principles of Santiago, which provides for the principles and practices of sovereign wealth funds. Finally, we will discuss key principles inconsistent with the Fund for the Regulation of Receipts (FRR) in terms of governance, oversight, accountability, transparency and disclosure
